The Board of the Nova Scotia College of Nursing (NSCN) is pleased to announce the appointment of Sara Telfer as NSCN’s new CEO and Registrar effective March 31, 2025. With extensive expertise in regulatory leadership and a deep commitment to the public, Sara is well-positioned to lead NSCN into its next chapter, continuing its excellence in nursing regulation within the province of Nova Scotia.
Sara’s experience within nursing regulation spans two coasts. Born and raised in Nova Scotia, she began her regulatory career with the College of Registered Nurses of Nova Scotia and the College of Licensed Practical Nurses of Nova Scotia. She relocated to British Columbia in 2010, holding a range of pivotal roles at a time of seismic change within B.C.’s health care and health regulatory sectors. Most recently, she served as the Executive Director and Deputy Registrar of Registration and Quality Assurance with the British Columbia College of Nurses and Midwives.
Sara has a deep understanding of regulatory frameworks and is well-versed in the current trends and challenges in health care affecting the public and the nursing profession. A transparent and compassionate leader, she is dedicated to promoting inclusivity and building a solid foundation of trust and collaboration within the workplace. Her ability to engage meaningfully with diverse stakeholders—from health authorities to government bodies and national councils— aligns with NSCN’s commitment to building bridges across the healthcare landscape.

With her passion, expertise, and dedication to advancing nursing regulation in the public interest, Sara will bring invaluable leadership to NSCN when she begins her new role, after a thorough transition with current NSCN CEO & Registrar, Sue Smith, upon her planned retirement.
